■サンダース氏・トランプ氏の勝利も先行き不透明
米国の政治システムの中で戦っている人の多くは長年、小さくて風変わりな2つの州（アイオワとニューハンプシャー）が大統領選の候補指名争いで果たす過剰な役割を減らせないものかと密かに願ってきた。
今年こそ、それが実現したかもしれない。
ニューハンプシャー州の予備選の結果が明らかになり、あることが印象に残った。それは、それまで先行していた候補者を地に落とし、新たなトップランナーを選び出すことが多かったこの2州が、いかにその役割を小さく落ち着かせてしまったかということだ。
共和党のドナルド・トランプ氏は同州予備選で納得のいく勝利を収めた。明らかなトップランナーとしての勢いを得て同州を出発することになる。同氏に代わる明確な候補者はおらず、混戦模様の4人がすぐその下に控えているという状況だ。
共和党は候補者の選別段階にはまだ遠く及ばない。そして今や選挙戦は、アイオワでトランプ氏の勝利を阻止した保守派や福音派が大きな力を持つ州へと移行しつつある。先行きは見えない。

民主党サイドでは、バーモント州選出の上院議員、バーニー・サンダース氏が印象的な勝利を収めた。これはヒラリー・クリントン前国務長官に平穏かつ潤沢な資金で選挙戦を乗り切ってもらいたいと望んでいた同党指導者たちの多くを悩ませる結果だ。
だがレースはネバダ、サウスカロライナ両州へ移る。ここはサンダース氏の主な支持層――白人、高い学歴のリベラル派、若者――の影響力が弱まり、代わりにヒスパニック系やアフリカ系の有権者が大きな割合を占めているところだ。彼らはクリントン氏の強みであり、サンダース氏の弱みである。
つまり、全米各州の有権者たちが今、自分たちも候補者選びで影響力を行使できると考えるのも至極当然だ。
共和党は5人、もしかすると6人の候補者が選挙戦を続けるだろう。ケーシック、クルーズ、ルビオ、ブッシュ、トランプ、そしておそらくクリスティーの各氏だ。彼らの名前は少なくともあと数週間は取りざたされるだろう。
民主党候補の中でサンダース氏は、かつて大統領候補になるのは「必然的」だと言われていたクリントン氏を抑え、他の多くの挑戦者たちが持ち得なかった2つの特質を得て浮上した。しっかりとした支持基盤と潤沢な資金だ。
よって、候補者選びのレースは当面、終わらない。
もちろん、歴史を完全に無視するわけにはいかない。アイオワとニューハンプシャーの場合は、とりわけそうだ。この2州で負けて党の指名を勝ち得た候補は1992年のビル・クリントン氏以来、誰もいない。
これは、アイオワで勝ったテッド・クルーズ氏と、ニューハンプシャーで勝利したドナルド・トランプ氏が有利であることを意味する。サンダース氏とクリントン氏は2人とも試合に残る。仮に歴史が何かの指針になるとしての話だが。
だが今回の選挙戦は、これまでの伝統や前例にほとんど敬意を払っていないことをすでに示してきた。従来の秩序がここで戻ってくると考える正当な理由もない。現時点ではニューハンプシャーの予備選が、両党それぞれの各候補者の相対的な強さや弱さについて何を教えてくれたのかを考えるのが良いだろう。
トランプ氏の強さについて、いまだに疑い続けている人は、ニューハンプシャーのあらゆる有権者層から、彼がどれだけ満遍（まんべん）なく支持を集めたかについて、じっくり考える必要があるだろう。

ニューハンプシャーでの混乱が落ち着けば、民主党でも同じような展開になるだろう。出口調査によると、サンダース氏とクリントン氏の激しい選挙戦にも関わらず、有権者の間にはほとんど変化が見られなかった。支持する候補者を早々と決めた有権者と、ぎりぎりになって決めた有権者の間には、ほとんど違いがない。サンダース氏の支持者は、トランプ氏同様、最初から支持が固い有権者たちだ。
だが、サンダース氏にとって憂慮すべき問題――クリントン氏にとっては勇気づけられること――は、ニューハンプシャーでサンダース氏に投票した有権者の多くは「無党派」を自認する支持者だったことだ。
